What about using web textures?

This page says:

World map tiles (the sim/region's land picture you get when you click the "Map" button in your viewer) will not update immediately on the mapper unit - Linden Lab removed the feature that allowed auto-updates, there's nothing that Casper can do about that.

That's true, that 'feature' seems to have been removed 12 years ago or thereabouts.

But what about web textures? Just get the correct tile from the Second Life Maps, e.g.: for Ahern (997;1002), at the closest level of zoom, the URL for the tile will be:

https://secondlife-maps-cdn.akamaized.net/map-1-997-1002-objects.jpg

... and then you can paste them on a prim's face with HTML-on-a-prim!

Granted, users will need to have their media settings configured to allow seeing HTML-on-a-prim, but you could set the media texture to something saying 'enable media to see a map tile'... or, alternatively, grab the texture from 2010, and hope that users with their viewers configured to watch media will never see that outdated texture — they will just download the image from Akamai.
