New "Rental Log" page showing all current tenancies, in order of expiry

New notification options:

1. Notify staff when user is evicted

2. Notify staff when user indicates "Won't Renew"

3. Send notifications via SmartBot (allows direct person-to-person style IM rather than local chat IM)
