As of November 2012, you may now add a license restriction to your products.

This is done on a per-product basis, in the product setup page, by associating the license option in the product listing to an available notecard.

This message means that the customer either refused the license, or didn't respond to it in a timely manner.

The transaction will be refunded in either case.
